Abuse of Authority Deliberately exceeding or making improper use of authority or employing it in an illegal manner.
Accounting & Auditing Matters The unethical systematic recording and analysis of the business and financial transactions associated with generally accepted accounting practices. (Examples include: misstatement of revenues, misstatement of expenses, misstatement of assets, misapplications of GAAP principles, wrongful transactions.)
Conflict of Interest A conflict of interest is defined as a situation in which a person, such as a public official, an employee, or a professional, has a private or personal interest sufficient to appear to influence the objective exercise of his or her official duties. (Examples include: inappropriate vendor relations, bribery, nepotism, misuse of confidential information, inappropriate customer relations)
Discrimination or Harassment Discrimination against any individual, harassment, exclusion from participation, or denial of the benefit of programs, services or activities because the individual belongs to a protected class, including but not limited to race, religion, national origin, disability and gender identity, etc., by Washington County, either directly or through an entity contracted to provide services on behalf of Washington County
Environmental Protection, Health or Safety Law Violation of any environmental law, regulation, County policy or procedure with respect to the handling and disposal of hazardous materials or the health and safety of other individuals.
Fraud An intentional deception made for personal gain or to damage another. Examples could include falsification of documents, such as contracts, accounting records, reports, payroll fraud or fraudulent time reporting, employee benefits abuses.
Improper Giving or Receiving of Gifts The giving, receiving or solicitation of items which could be reasonably interpreted as an effort to influence a business relationship or decision; items given, received or solicited for the benefit of an individual or an individual's family or friends; items given, received or solicited during or in connection with contract negotiations; the acceptance of cash, checks, money orders, vouchers, gift certificates, loans, products, or services.
Improper Supplier or Contractor Activity Supplier or contractor activity in violation of corporate policies and procedures; improper supplier or contractor selection based on personal gain, improper negotiation or diversion of contract awards.
Language Access Report concerns about bilingual, interpretation and/or translation services being made available or provided timely, free, and/or competently by Washington County, either directly or through an entity contracted to provide services on behalf of Washington County, for an individual whose primary spoken language for communication is not English and who has a limited ability to read, write, speak, or understand English.
Mismanagement or Gross waste of County resources Exercising management authority in a manner grossly deviating from the standard of care or competence that a reasonable person would use in the same situation or spending, using, or allowing County resources to be used without valuable result in such a manner.
Theft or Embezzlement Stealing, taking another's property with intent to deprive the rightful owner of it or Misappropriating to one's own use property entrusted to one's care.
