	Abuse	Abuse is defined as excessive or improper use of a thing, or to use something in a manner contrary to the natural or legal rules for its use. Abuse can occur in financial or non-financial settings.
	Fraud	Fraud is any activity that relies on deception in order to achieve gain. The Association of Certified Fraud Examiners further defines Fraud as: “Any intentional or deliberate act to deprive another of property or money by guile, deception, or other unfair means.”
	Waste	Waste refers to the unintentional, thoughtless or careless expenditure, consumption, mismanagement, use or squandering of government resources to the detriment (or potential detriment) of the County or Clerk.
