To Make a Report

You may use either of the following two methods to submit a report:

  • Select the "Make a Report" link at the top of this web page.
  • OR
  • Dial toll-free, within the United States, Guam, Puerto Rico and Canada: 855.465.2457 (85-LINK2HLP)

After you complete your report, you will be assigned a unique code called a "report key." Write down your report key and password and keep them in a safe place. After 5-6 business days, use your report key and password to check your report for feedback or questions.

BSD is committed to creating a work environment where open and honest communications are the expectation, not the exception. BSD's Board of Commissioners and your management team value your input. We want you to feel comfortable in approaching your supervisor with instances where you believe violations of policies or standards have occurred. Although we encourage you to try to address issues with your supervisor first, you should also feel free to approach any member of management with your concerns.

In situations where you prefer to report the issue discretely, you are encouraged to use this helpline, which is hosted by EthicsPoint, an independent third-party vendor. Your reports of illegal or unethical behavior or other misconduct can be submitted either by name or anonymously, if you choose. You can be assured that:

  • Your report will be investigated
  • Your confidentiality will be respected and retaliation is not tolerated

EthicsPoint is NOT a 911 or Emergency Service

If you are experiencing:

  • Threatening or violent behavior
  • Suspected substance abuse
  • Safety concerns

Please use the reporting channels listed below.


Threatening or Violent Workplace Behavior

  • If you are in immediate danger, get yourself to safety and call 911.
  • If you are experiencing non-emergency threatening or violent language or behavior, contact BSD’s Public Safety dispatch at 314.289.6873.
  • After a threatening or workplace violence incident has occurred, report the incident to your supervisor, HR/Employee Relations at 314.982.1400, ext. 1600 or EmployeeRelations@BiStateDev.org, or BSD’s Public Safety dispatch at 314.289.6873. Failure to report incidents will impact your safety and the safety of other employees, customers, and the community.

Suspected Substance Abuse

If you observe behavior that may indicate an employee is under the influence of drugs or alcohol, prompt and objective reporting is essential.

  • For situations requiring immediate action, notify an on-duty Supervisor without delay.
  • If the situation does not require an immediate response, report the concern directly to the Drug & Alcohol Program Manager (DAPM) for review at 314.982.1400, ext. 1576 or Drug_AlcoholTestResults@bistatedev.org.

Safety Concerns

Safety hazards, unsafe working conditions, near misses, accidents, or potential violations of environmental, health, or safety requirements, should be reported using established Bi-State Development Safety Management System (SMS) reporting channels.

Employees should report safety concerns (anonymously if they choose) using one or more of the following methods:

  • Scan the Safety Reporting QR Code posted at facilities and work locations
  • Notify your Lead, Supervisor, or local Safety Representative
  • Contact BSD’s Public Safety dispatch at 314.289.6873
  • Email Safety@MetroStLouis.org

These reporting options allow Safety to evaluate hazards, document them in the agency’s hazard tracking system, and implement appropriate corrective actions.

All employees are expected to actively participate in the Safety Management System by working safely, following procedures, wearing required PPE, and promptly reporting hazards, incidents, and near misses. Reporting safety concerns is a shared responsibility and a critical part of maintaining a safe work environment for employees, customers, and the public.

Retaliation is Prohibited

Bi-State Development prohibits retaliation against anyone who raises a business conduct concern or cooperates in a company investigation.
