Our Commitment

Bi-State Development (BSD) is an organization with strong values of responsibility and integrity. We are dedicated to providing our employees with an ethical and professional work environment and a safe and productive workplace. BSD’s integrity depends on the protection of our employees, our physical assets, and our information. BSD’s Employee Code of Conduct & Ethics contains general guidelines for conducting business with the highest standards of ethics. In summary, our expectations are simple and straightforward:

  • Keep it legal
  • Be professional
  • Take responsibility and be accountable for what you say and do
  • Understand that unethical behavior or misconduct by any BSD employee is a violation of our duty to our customers and to ourselves
  • Above all, uphold our Employee Code of Conduct & Ethics

BSD is committed to creating a work environment where open and honest communications are the expectation, not the exception. BSD's Board of Commissioners and your management team value your input. We want you to feel comfortable in approaching your supervisor with instances where you believe violations of policies or standards have occurred. Although we encourage you to try to address issues with your supervisor first, you should also feel free to approach any member of management with your concerns.

In situations where you prefer to report the issue discretely, you are encouraged to use this helpline, which is hosted by EthicsPoint, an independent third party vendor. Your reports of misconduct, concerns, or other suggestions can be submitted either by name or on a completely confidential and anonymous basis. You can be assured that:

  • Your comments will be heard,
  • Your confidentiality will be preserved,
  • There will be no retaliation directed towards you, and
  • Your issues or questions will be addressed in a timely manner.

We appreciate your support and cooperation in helping to keep BSD a responsible and ethical public agency from top to bottom.

If you have any questions concerning this helpline or BSD’s compliance and ethics program in general, please contact Theresa Masters, Corporate Compliance Manager at (314) 923-3097 or email tgmasters@bistatedev.org.
