The City of Dallas (City) is an organization with strong values of responsibility and integrity. Our Core Values are Empathy, Ethics, Excellence and Equity. Our City Code contains general guidelines for conducting business with the highest standards of ethics. The City is committed to an environment where open, honest communications are the expectation, not the exception. We want employees and citizens to feel comfortable in voicing your concerns in instances where you believe violations of City Code, City Personnel Rules, Code of Ethics, Administrative Directives, or other policies or standards have occurred.

After you complete your report you will be assigned a unique code called a "report key." Write down your report key and password and keep them in a safe place. After 5-6 business days, use your report key and password to check your report for feedback or questions.

To Make a Report

This hotline is designated only for reports of possible violations of City Code, City Personnel Rules, Code of Ethics, Administrative Directives, or other policies or standards by City employees, Departments of the City or vendors doing business with the City. If your concern does not involve City employees, City Departments or vendors doing business with the City, DO NOT report your concerns with this hotline, but instead consider contacting local law enforcement or another appropriate entity.

Depending upon the nature of your concern and the department to which you would like your report directed, you may choose to report through the online portal using one of the following options:

Reports of allegations of fraud, waste or abuse by City of Dallas employees, City of Dallas Departments or vendors doing business with the City of Dallas will be directed to the Auditor’s Office.

Reports of alleged conduct by City of Dallas employees or officials that may be in violation of the City’s Code of Ethics will be directed to the City’s Ethics Officer.

Reports of suspected healthcare compliance or HIPAA violations of any federal and state laws or the City’s HIPAA Policies and Compliance Rules will be directed to the City’s Healthcare Compliance/Privacy Officer.

The City will not tolerate any form of retaliation against any individual who, in good faith, makes a report regarding an actual or potential violation.

In situations where you prefer to place an anonymous report in confidence, you are encouraged to use this hotline, hosted by a third-party hotline provider, EthicsPoint. You are encouraged to submit reports relating to violations stated in our City Code. The information you provide will be sent to us by EthicsPoint on a totally confidential and anonymous basis if you should choose. You have our guarantee that your comments will be heard.
