We want residents, our guests, businesses, and County employees to feel comfortable sharing alleged violations of policies or standards and be confident the County will investigate and respond in an appropriate and timely manner.
Clatsop County’s Ethics and Civil Rights Hotline is our primary method for the public, employees, and contractors to file a grievance or report a suspected ethics or civil rights violation. The hotline is maintained by a third-party contractor called EthicsPoint.

How To Make a Report
Reports can be made online or by phone 24 hours a day and you can choose to remain anonymous or identify yourself.
IMPORTANT: You must report an alleged violation within 180 days of the date it happened.

What happens once a grievance/complaint is submitted?
After you complete your report, you will be assigned a unique code called a "report key." Write down your report key and password and keep them in a safe place. You may use your report key and password to check the status of your report at any time.
Reports are entered directly on the EthicsPoint secure server. NAVEX makes these reports available only to specific individuals within Clatsop County who are charged with evaluating the report, based on the type of violation and location of the incident. Each of these report recipients will safeguard the confidentiality of the information provided.
When evaluating a report, the assigned County staff will assess the validity of the alleged violation. This may include determining:
- If the alleged violation is applicable to Clatsop County and not another agency or jurisdiction
- If sufficient information was provided to address the issue/incident.
How is a submitted grievance/complaint resolved?
Throughout the process you will receive email notifications to update you on any changes to the status of your report.
If the alleged violation is valid, the status of your report may include follow-up questions and/or information on next steps in resolving the issue/incident.
