The California State Teachers’ Retirement System is an organization with strong values of responsibility and integrity. CalSTRS’ Code of Ethics and Business Conduct reinforces our commitment to an ethical way of doing business. Ethical behavior is essential to accomplish our mission in sustaining the trust of our members.

We want to remind you of your responsibility to speak up and report suspected violations of laws, regulations, CalSTRS policies and standards. If you have a concern about any unethical or compliance activity, we have provided a confidential and independent means through the CalSTRS Compliance and Ethics Hotline. This hotline is hosted by an independent third-party provider, NAVEX. You are not required to provide your identity and you can file a confidential report on-line or by phone. Also, you can track the status of a report using a unique password and report key.

Within 12 hours of a report being filed, NAVEX will notify CalSTRS Legal Ethics & Accountability Attorney, who will promptly review the matter. Reports of pension abuse are assigned to Member Account Services, Compensation Review Unit for resolution. All other reports are referred to CalSTRS Human Resources or the Office of General Counsel for investigation. The CalSTRS Enterprise Compliance director is also notified by NAVEX of all reports filed and will provide oversight of case management to ensure CalSTRS promptly responds to each report. One more item of importance: should your report involve CalSTRS’ Legal Ethics & Accountability attorney, the general counsel, assistant chief counsel positions, or Enterprise Compliance Services staff, NAVEX will instead notify and allow report access only to the CalSTRS Human Resources director.

To Make a Report

You may use either of the following two methods to submit a report:

  • Dial toll-free, within the United States, Guam, Puerto Rico and Canada:

After you complete your report you will be assigned a unique code called a "report key." Write down your report key and password and keep them in a safe place. After 5-6 business days, use your report key and password to check your report for feedback or questions.
